To succeed in development, there must be an actual change in behavior. In order to meet the company's ambitions and achieve the company's goals, plans, procedures and methods must be followed; there is little point in knowing about, understanding or being able to carry out alone.
Much of the explanation for implementation taking a long time and with varying effect is that too little emphasis is placed on skills training and follow-up of actual compliance.
